The Challenge

The primary challenge was securing a consistent supply of niche technical talent capable of managing not only the TBM operations but also the complex logistical ecosystem surrounding it. The Main Contractor (SCS JV) needed a partner who could provide both high-volume labour and specialised expertise while maintaining a proactive approach to safety and workforce development.
